A test report has not been submitted <br /> to the EHD or the California Environmental Reporting System (CERS). <br /> REGULATION GUIDANCE:A copy of the 'Secondary Containment Testing Report Form'must be submitted within 30 <br /> days of the test. <br /> CORRECTIVE ACTION: Immediately provide this report to the EHD. <br /> This is (Minor)Violation. <br /> 13 CA Code of Regulations 2637.1(d), 2637.1(e)2010017- Spill bucket testing results submitted to the UPA within 30 <br /> days of testing. <br /> OBSERVATION:Annual spill container testing was performed on 05/30/2023 and a test report was submitted on <br /> 08/16/2023,48 days late. <br /> REGULATION GUIDANCE:A copy of the test report must be submitted within 30 days of the tests. <br /> CORRECTIVE ACTION: Take all necessary precautions to ensure testing and submittal of test reports are performed <br /> in a timely manner. <br /> This is(Minor)Violation. <br /> 45 CA Code of Regulations 2636(f)(2)2030025-LLD on DW press piping monitors hrly, detects a 3.0 gph leak, and <br /> restricts/shuts off flow(TCR 9d). <br /> OBSERVATION:The diesel line leak detector failed to detect a leak when tested. <br /> REGULATION GUIDANCE:All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. <br /> CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the <br /> failed leak detector(LG 113-x listed, if applicable)and obtain a permit within one business day from the EHD, if <br /> needed. If the failed leak detector can't be replaced immediately, there is a possibility that the diesel UST system <br /> may be red tagged to prevent fuel inputs. <br /> This is(Class 2)Violation. <br /> 47 CA Health and Safety Code 25290.1(c3), 25290.2(c3)2030008-Secondary containment installed after July 1, 2003 is <br /> free of water. <br /> OBSERVATION:Water was found in the 87, diesel STP and 91 fill sumps.
