<br /> <br />Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br />Transfer Processing Report 28 County of San Joaquin <br />September 16, 2024 <br />Odors within the MRF are also controlled through good housekeeping methods. The transfer <br />trucks and roll-off bins are cleaned regularly. Food Waste may be processed inside the MRF. <br /> <br />To minimize any food odors, the operators shall insure that all processing equipment is cleaned <br />as per the FWPOP and that all food waste entering the facility is processed immediately upon <br />arrival. Note that source separated food waste is actually being removed from the existing waste <br />stream and the proposed food processing capability will actually reduce the amount of time that <br />food waste is present in the facility and thus should improve overall air quality within the facility. <br /> <br />If the processing of source separated food waste generates noticeable objectionable odors the <br />County shall notify the operator who shall take the following progressive actions: <br /> <br />1) Immediately service all carts and bins as per the FWPOP <br />2) Prepare an Odor Management Plan which shall be submitted to the county within six <br />weeks of notification for review and approval <br />3) Implement additional steps as outlined in the Odor Management Plan as needed. <br />4) Increase the frequency of collection (from the beginning program minimum of 7 days) <br />subject to review and approval by the County. <br /> <br />3.4.3 Drainage Control <br />The drainage system at the LTS consists of a network of catch basins and pipes draining into an <br />unlined retention pond designed to collect site drainage for percolation and evaporation. The <br />transfer tunnel and materials storage areas are provided with a sump and pump connected to the <br />on-site drainage system. <br /> <br />Back-up power is supplied automatically to sump pumps in the event of a power failure. A <br />surface drainage and water runoff control plan is shown on Figure 7. The design complies with <br />the NPDES industrial storm water permit regulations adopted by the State Water Quality Control <br />Board. <br /> <br />For Food Waste processing: <br />1. Steps to insure that no runoff or wash-water enters the Lovelace stormwater collection <br />system will be implemented.
