All wash-water and any liquid residual will be collected and placed in the food waste <br />bin for offsite processing. <br />3. City of Manteca will provide appropriate facilities to insure that any spills within the <br />exterior loading area are contained within the loading ramp area and will not enter the <br />storm drain system. <br /> <br />3.4.4 Dust Control <br />The primary source of dust generation is during unloading of waste and transfer into trailers. <br />Ventilation fans and a misting system suppress dust on the tipping floor and in the raised <br />unloading area on a regular schedule. MRF customers may request dust suppression system to <br />be turned when not on during dusty conditions by notifying County’s attendant inside the MRF. <br />Outside the MRF, surfaces subject to frequent equipment and vehicle traffic are paved. A street <br />sweeper is used to clean the paved areas on site and access roads off site. A water truck is used <br />to lightly spray water on traffic areas to minimize the dust generation. Dust in the facility is also <br />suppressed by cleaning the equipment and the MRF floor on a routine basis. <br /> <br />3.4.5 Litter Control <br />All vehicles transporting MSW to LTS are required to be covered. Signs are posted at LTS’s <br />entrance and along Lovelace road for covered load requirements. Any vehicles with uncovered <br />loads are notified regarding covered load requirements and are charged double gate fees. The <br />unloading of waste within the MRF affords adequate controls for windblown materials. <br /> <br />Litter control include a set schedule for LTS staff to pick up windblown litter at the site and along <br />Lovelace Road. Perimeter fencing and surrounding areas are inspected daily and picked by <br />hand to remove any windblown litter. <br />Transfer trucks and trailers are washed regularly by private contractor. Materials bins are <br />cleaned periodically. <br />3.4.6 Noise Control <br />The primary means of noise control is the walls of the MRF, which contains the noise. Most <br />material and waste handling, processing, recovery and transfer is conducted within the MRF. All <br />collection vehicles and equipment used at the site are properly muffled. Workers are provided <br />with ear protection as necessary. <br />
