<br /> <br />Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br />Transfer Processing Report 30 County of San Joaquin <br />September 16, 2024 <br />3.4.7 Vector, Bird and Animal Control <br />In accordance with 14 CCR, Section 17498.4, the operator institutes measures to control and <br />prevent the propagation, harborage and attraction of flies, rodents and other vectors and animals, <br />and to minimize bird attraction. Items received at the facility which tend to attract vectors (e.g. <br />food wastes, seed, etc.) are rapidly processed and transferred off-site for disposal at a Class III <br />landfill. Both the recycling and transfer areas are surveyed regularly for harborage of vectors or <br />birds. Waste materials which are brought to the site are transported for disposal within 48 hours. <br />Materials that are recovered as recyclables are processed and removed from the site at regular <br />intervals. All containers are inspected and cleaned regularly if they appear to be attracting any <br />vectors. Proper grading and drainage prevents standing water along the edge of the building or <br />wash areas. Chain-link fence and masonry walls around the property also prevent the entrance <br />of larger rodents and animals into the facility. “Western Exterminator” visits the site once every <br />month to prevent vectors from becoming a problem. A total of 8 rodent Bait Stations are located <br />inside the MRF and filled weekly or as needed, to help minimize concerns caused by rodents. <br /> <br />3.4.8 Traffic Control <br />Traffic control in the LTS is provided by the site signing, striping and traffic directors at the scale <br />house and in the MRF (Figure 6). During peak hours, traffic directors are at the entrance gate <br />and along Lovelace Road to direct traffic. Communication system is installed at the commercial <br />scale for scale house staff to directly communicate to commercial truckers and process their <br />transactions. <br /> <br />3.4.9 Sanitary Facilities <br />Sanitary facilities available include restrooms, showers, drinking fountains and eye washes for <br />staff. Both men’s and women’s lavatories (designed to accommodate handicapped use) and <br />showers are available in the office portion of the Office and Maintenance building (Figure 3). The <br />scale house has a restroom with a toilet and sink for use by scale house staff. Eyewash Stations <br />are provided in the MRF. Port-O-Lets on each side of the MRF are provided for use by <br />commercial and self-haul customers. <br /> <br />3.4.10 Wastewater Disposal <br />Wastewater from the facility is generated in the following areas:
