Sampling and Analysis Plan for Phase II Environmental Site Assessment <br /> 125 North Stockton Street, Lodi,CA 95240 <br /> oversight, and will ensure that the resources necessary to complete the project are available. Mr. <br /> Doran will communicate with team members, coordinate daily operations, and maintain control <br /> over the schedule, budget, and technical aspects of the project, and will be responsible for <br /> deliverables and manage subcontractor procurement activities. Mr. Doran will review or prepare <br /> all deliverables, including verifying the transcription of laboratory data into report text and <br /> summary tables, to ensure that high-quality work products are produced. <br /> Mr. Doran will also serve as the Field Manager (FM) which includes added responsibilities for <br /> implementing field activities including scheduling, site assessment, documentation, and delivery <br /> of samples to the laboratory. As the Health and Safety Officer (HSO), Mr. Doran will ensure a <br /> Property-Specific Health and Safety Plan (HASP) is prepared in accordance with Occupational <br /> Safety and Health Administration (OSHA) guidelines and will be responsible for ensuring that <br /> personnel have received appropriate levels of training and that field operations are conducted <br /> in accordance with appropriate health and safety protocols. <br /> Analytical Laboratory: Pace National (formerly ESC Lab Sciences) <br /> QA Officer: Steve Miller <br /> Phone: (615) 773-9684 <br /> Pace National (Pace, formerly ESC Lab Sciences) will be responsible for providing analytical and <br /> testing services for soil and soil vapor samples described in this SAP. The Pace PM assigned to this <br /> project will report to the Stantec QA Manager. <br /> 1 .3 Property Description <br /> The Property is located on the southwest corner of North Stockton Street and Locust Street in a <br /> mixed use, commercial/residential area of Lodi.The Property comprises the eastern portion of the <br /> parcel identified by the San Joaquin County Assessor's Office as Assessor Parcel Number (APN) <br /> 043-084-130, totaling approximately 0.78 acres. The Property is currently occupied by the City of <br /> Lodi Parks and Recreation Department and contains an office building (currently unused), <br /> equipment repair shop, covered equipment storage area, shed, equipment enclosure and <br /> associated paved parking areas. <br /> 1 .4 Site History <br /> A Phase I Environmental Property Assessment (ESA) prepared by Stantec and dated October 2021 <br /> (Stantec, 2021), utilized historical documentation that indicated former structures on the Property <br /> included a concrete block manufacturing company, office buildings, truck storage area, and <br /> timber planing mill.A manufactured gas plant (MGP [Lodi Gas Works])was present on the western <br /> portion of the Property and extended offsite to the west, from at least 1895, appearing to have <br /> been removed by 1908. A fuel-containing underground storage tank (UST) was formerly located <br /> in the northwestern portion of the Property between at least 1908 and 1916; no records were <br /> identified documenting its removal or closure. During the site reconnaissance visit, Stantec <br /> observed a 1,000-gallon combined capacity diesel/gasoline aboveground storage tank (AST) in <br /> the northern portion of the Property. <br /> (3 Stantec 2 <br />
