Sampling and Analysis Plan for Phase II Environmental Site Assessment <br /> 125 North Stockton Street, Lodi,CA 95240 <br /> A Property location map is illustrated on Figure 1, and a map illustrating Property features is <br /> provided as Figure 2. <br /> 1 .5 Previous Environmental Studies <br /> Stantec completed a Phase I ESA of the Property dated October 2021 (Stantec 2021) on behalf <br /> of the City of Lodi. The Phase I ESA identified recognized environmental conditions (RECs) in <br /> connection with the Property, several of which are the subject of investigative activities proposed <br /> herein. Pertinent RECs and additional observations which inform the proposed work scope are <br /> summarized below, and key features are illustrated on Figure 3. <br /> REC#1. Portions of the western edge of the Property were historically developed with an MGP <br /> in the late 1800s and likely into the early 20th century. This site is listed in the California <br /> Department of Toxic Substances Control's (DTSC) Envirostor database with a status of <br /> "inactive - needs evaluation" as of October 6, 1995, with no restricted use indicated. The <br /> contaminants of potential concern (COPCs) are listed as polynuclear aromatic <br /> hydrocarbons (PAHs) and were listed as unconfirmed. Additional non-specified COPCs <br /> typically associated with former MGPs include heavy metals, particularly arsenic. Due to the <br /> nature of the historical use of this site, there is a possibility that shallow soil on the Property may <br /> have been contaminated with PAHs and arsenic; therefore, the former MGP located on a <br /> portion of the Property constitutes a REC. <br /> REC #2. According to historical Sanborn maps, a fuel-containing UST was located on the <br /> northwestern portion of the Property between at least 1908 and 1916. No other information <br /> regarding the status of this tank were identified.The potential presence of a historical fuel UST <br /> on the Property constitutes a REC. <br /> REC #3. Groundwater beneath portions of the downtown area of the City of Lodi is known to <br /> be impacted by chlorinated solvents including tetrachloroethene (PCE), trichloroethene <br /> (TCE), and related volatile organic compounds (VOCs) attributed to multiple point sources <br /> associated with historical dry cleaning and/or industrial operations. Investigations have <br /> identified multiple groundwater plumes (the Central, Northern, Southern, and Western <br /> Plumes, and the Busy Bee Plume) that comprise a commingled plume of impacted <br /> groundwater ranging in depth from approximately 35 to 300 feet below ground surface (bgs). <br /> The monitoring well network associated with these groundwater impacts spans <br /> approximately 650 acres in downtown Lodi, generally located between Lockeford Street to <br /> the north and Kettleman Lane/Highway 12 to the south. There are multiple environmental <br /> cases associated with these plumes, and groundwater has been monitored periodically in <br /> these areas for nearly two decades.The Property is located on the northeastern periphery of <br /> the Northern Plume area. The documented regional PCE impacts to groundwater in the <br /> vicinity of the Property constitutes a REC and potential vapor encroachment condition <br /> (PVEC). <br /> REC #4. Widespread oil staining was observed on the floor of the equipment repair shop <br /> located on the Property. This evidence of incidental spills of automotive fluids and the <br /> potential for petroleum hydrocarbon and VOC impacts to the subsurface constitute a REC. <br /> Stantec 3 <br />
