<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />59 <br /> <br />Other Public Facilities <br />The project site is a County-operated landfill and recycling center in an unincorporated area of <br />San Joaquin County. The County also operates Lovelace Materials Recycling Facility and Transfer <br />Station, the Foothill Sanitary Landfill, and a Household Hazardous Waste Facility. <br />DISCUSSION OF IMPACTS <br />a) Result in substantial adverse physical impacts associated with the provision of new or <br />physically altered governmental facilities, need for new or physically altered <br />governmental facilities, the construction of which could cause significant environmental <br />impacts, in order to maintain acceptable service ratios, response times, or other <br />performance objectives for any of the public services: <br />• Fire Protection? <br />• Police Protection? <br />• Schools? <br />• Parks? <br />• Other Public Facilities? <br />Less-than-Significant Impact <br /> <br />The proposed project would not provide any new governmental facilities. The project would not <br />induce population growth or increase the use of any existing public facilities such that new <br />facilities would be required. Therefore, the project would not result in substantial adverse <br />impacts associated with the provision or physical alteration of governmental facilities, including <br />fire and police protection services, schools, parks, or other public facilities. On the other hand, <br />the project would re-route trucks from the other County operated sanitary landfill to the existing <br />North County Landfill, which may minimally increase truck traffic on specific haul routes, increase <br />the number of employees by up to six, and modify operating hours. However, impacts related to <br />these factors would not be significant (see Section 4.2.17, Transportation). Furthermore, the <br />project is limited to operational changes related to waste pick-up and disposal at a single <br />landfill and no site expansion or additional waste facilities are proposed. Therefore, the impact <br />would be less than significant. <br />
