Site Security and Access

Foothill Landfill is secured by a barbed wire perimeter fence and a main entrance/exit gate
located on the west side of the Landfill (Figure 2). The main gate is locked during non-operating
hours. During operating hours, public are not allowed to go beyond waste disposal areas. Site
personnel continuously monitor activities of the public on site and report any security breaches
to the site superintendent. The flare station and leachate tank are fenced to prevent
unauthorized access.

6.1.5. Sanitary Facilities
A Permanent restroom is located in the on-site residence. Wastewater from the permanent
restroom is discharged into on-site septic fields. At least one portable toilet is located near the
entrance, for use by employees, contractors, and the general public. This toilet is serviced by a
private contractor.

6.1.6. Potable Water Supply
The on-site water well (LW-1) supplies potable water to the residences as well as water for dust
control and other site use (Figure 2). Bottled water is supplied to the scale house. Additional
bottles of water are located outside of the scale house for use by the site employees and the
general public.

6.1.7. Communications and Early Warning Systems
Communications at the site are conducted with cell phones. Hard-wired phones are located in
the scale house.

6.1.8. Lighting
Lighting is provided to the on-site residence, the maintenance building, the on-site water well,
lunchroom trailer, scale house, at the leachate holding tank and within the LFG flare station.
During operating hours when light is limited at the beginning and end of the day in the winter,
lighting is provided by lights on the equipment and by the headlamps of site vehicles arranged
to illuminate the work area. Portable lights will be provided at the landfill as needed.
