ENVIRONMENTAL MONITORING AND CONTROLS <br /> <br />7.1. Nuisance Mitigation <br />Nuisance is, in part, defined in Title 27 Section 20164 as “anything which is injurious to human <br />health or is indecent or offensive to the senses and interferes with the comfortable enjoyment of <br />life or property”. The nuisance mitigation measures employed by the facility include, but are not <br />limited to, the environmental controls discussed in the following sections. <br /> <br />7.2. Fire Control <br />Following are the fire control methods at the site: <br /> <br />• Prohibition of smoking. <br />• Continuous monitoring for combustible materials and smoldering waste on in-coming <br />loads through the load checking program. <br />• Maintenance of a firebreak along Waverly Road and the entrance road (Figure 2). <br />• Vegetation control throughout the site through periodic grazing with cattle or sheep. <br />Installation of fire extinguishers in heavy equipment and on site structures. Fire <br />extinguishers will be serviced one time per year and after each use by a contractor. <br />(performed by the operator, Foothill Inc.). <br /> <br />7.2.1. Refuse Fire Control: <br /> <br />• Burning waste detected before placement in the active cell will be isolated <br />from the active cell’s working area. This material will be doused with water <br />and spread to expose any burning material and will be disposed in the landfill <br />only after combustion is completely extinguished. <br />• If burning waste is detected in the active face after waste placement, then the <br />refuse disposal activities will be moved away from the affected area. Water <br />will be applied to extinguish the burning waste, and soil compacted over the <br />area to exclude oxygen. <br />• Linden Peters Fire Department will be called to extinguish large fires.
