Foothill Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br /> Page 17 <br />2.0 Facility Information <br />This document constitutes the Storm Water Pollution Prevention Plan (SWPPP) for the <br />Foothill Sanitary Landfill (Foothill Landfill). This SWPPP was developed to meet the <br />requirements given in Section X of the NPDES, General Industrial Storm Water Permit issued <br />by the State of California SWRCB Water Quality Order 2014-0057-DWQ amended by Order <br />2015-0122-DWQ and Order 2018-0028-DWQ (General Permit). <br />San Joaquin County is the owner of the landfill. Operation of the landfill is to a private <br />contractor, currently Foothill Inc. <br />The San Joaquin County Foothill <br />Sanitary Landfill (Foothill Landfill) is <br />located at 6484 North Waverly Road in <br />the unincorporated northeastern part of <br />San Joaquin County, California (refer to <br />SWPPP Map 1). It is situated on an <br />800-acre site approximately 8 miles east <br />of Linden. The facility is within the <br />Central Valley Regional Water Quality <br />Control Board (RWQCB) and is located <br />in the Mormon Slough watershed (HUC- <br />10: 1804000303). For the purpose of <br />this Report, the term “Industrial Areas” <br />refers to the landfill fooprint and those <br />areas outside the landfill footprint on <br />which landfill activities occur, such as vehicle maintenance. <br />The majority of the facility’s site surface drainage from industrial areas is conveyed by a <br />system of ditches, culverts, and drains designed to convey surface water runoff into retention <br />basins. The onsite basins normally retain all storm water runoff from the landfill areas for <br />years having average or, even, above average rainfall. During heavy rainfall seasons, if one, <br />or more, of the retention basins reaches a high level, the facility could have a discharge of <br />storm water into one of several tributary seasonal creeks. These seasonal “blue-line” creeks <br />ultimately flow west - southwest into Mormon Slough.
