Foothill Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br /> Page 18 <br />Attachment A of the General Permit requiring permit coverage. Furthermore, operators of <br />landfills are required to comply with Part 445 of 40 CFR Chapter I, Subchapter N, which <br />specifies effluent limitation guidelines (ELGs) for specific categories of industrial storm water <br />discharges. The site also has a facility that generates electricity from landfill gas (LFG) which <br />could also fall under these Subchapter N requirements. However, Part 423 of 40 CFR seems <br />to only apply to those types of facilities engaged in the generation of electricity for distribution <br />and sale through processes utilizing fossil-type fuel. The State Water Resources Control Board <br />(SWRCB) issued the Foothill Landfill the waste discharge identification number (WDID No.) <br />5S39I005576 for coverage under the NPDES Industrial General Permit (IGP). <br />As a Class III landfill, Foothill accepts commercial and household materials, construction and <br />demolition materials, agricultural, and small pickup loads of soil or gravel material. The <br />facility is regulated under the California Water Code, section 13000 et seq.; California Code <br />of Regulations (CCR), Title 27, Section 20005 et seq. (Title 27); and the Code of Federal <br />Regulations (CFR), Title 40, Section 258, et seq. (40 CFR 258 or “Subtitle D”). Foothill also <br />accepts white goods such as refrigerators, freezers, and air conditioning units, as well as e- <br />waste and tires, for recycling and handling elsewhere. <br />The facility is comprised of an 800-acre parcel containing two waste management units <br />(WMU). The two WMUs consist of two areas; LF-1 and LF-2 (refer to SWPPP Map 2). <br />LF1 contains a single, unlined area (also referred to as Module “I”) covering approximately 80 <br />acres. In accordance with directives of the RWQCB, LF-1 no longer receives waste. The top <br />11 acres (approximately) of Module “I” was closed in 2006. The remaining side slopes are <br />provided with intermediate cover. <br />LF-2 is comprised of multiple lined areas, with the current active area being referred to as Area <br />2B. <br />The four main buildings on site are: <br />• Scale House <br />• Storage/Maintenance Building. <br />• Residential structure now used as office and storage and <br />• The Ameresco-San Joaquin, Inc. Landfill Gas to Energy Plant <br />Scheduled facility operating hours are Monday through Saturday from 7:00 AM to 5:00 PM, <br />excluding public holidays. (Refer to SWPPP Maps Section for a vicinity map and a facility <br />map.) <br />This Plan is reviewed during the Annual Evaluation required by the General Permit. Revisions <br />to the Plan will be recorded on the “SWPPP Revisions” page immediately following the Table <br />of Contents. The Plan will be certified and submitted via SMARTS within 30 days of a <br />significant revision. If there have been changes but no significant revisions, then San Joaquin <br />County is required to certify and submit no more than once every three months in a reporting <br />year. The annual review is signed by the reviewer on the “SWPPP Annual Review” page <br />located immediately after the “SWPPP Revisions” page. <br />
