PRELIMINARY CLOSURE AND POSTCLOSURE MAINTENANCE PLAN <br /> <br />8.1. Overview <br />It is anticipated that final closure of the landfill will be completed within 2 years after reaching full <br />capacity, estimated to be around the year 2087. The County assumes closure by <br />evapotranspirative cover. Two years prior to final closure, the County will submit a Final <br />Closure Plan, identifying the work included with closure and a schedule for implementation. <br /> <br />Portions of the landfill may be closed in advance of reaching full capacity (partial closure). Two <br />years prior to the anticipated date of partial closure, the County will submit a Partial Final <br />Closure and Postclosure Maintenance Plans for the areas proposed for closure. The County <br />may submit this final plan within 5 years of anticipated closure in lieu of submitting new or <br />updated preliminary closure and postclosure plans. <br /> <br />A CQA Plan will be submitted with the Final Closure/Postclosure Plan per Title 27 Sections <br />20323 and 20324. Subsequent to closure, a CQA report will be submitted with as-builts to <br />support certification of closure. <br /> <br />To date, approximately seven acres of LF1 have received an evapotranspirative (ET) closure <br />cap. <br /> <br />The County had a Preliminary Closure and Post Closure Maintenance Plan prepared in 2010 <br />(See Appendix B). The plan remains valid in terms of concepts and methods for closure and <br />maintenance. However, given the age of the plan, the County elected to have an updated <br />independent cost estimate prepared for the 2025 JTD. The results of that effort are shown in <br />Attachments P – Preliminary Closure Cost Estimate and Q – Preliminary Post-Closure <br />Operations and Maintenance Cost Estimate. <br /> <br />8.2. Preliminary Closure Costs <br />Based upon the most recent cost estimates (See Appendix B), the County’s preliminary closure <br />cost estimate is $41 Million dollars. Costs are based on “third party” construction.
