Foothill Sanitary Landfill Page 50 of 53 San Joaquin County DPW - Solid Waste
Joint Technical Document Revised 6/09/2020

8. PRELIMINARY CLOSURE AND POSTCLOSURE MAINTENANCE PLAN

8.1. Overview
It is anticipated that final closure of the landfill will be completed within 2 years after reaching full
capacity, estimated to be around the year 2087. The County assumes closure by
evapotranspirative cover. Two years prior to final closure, the County will submit a Final
Closure Plan, identifying the work included with closure and a schedule for implementation.

Portions of the landfill may be closed in advance of reaching full capacity (partial closure). Two
years prior to the anticipated date of partial closure, the County will submit a Partial Final
Closure and Postclosure Maintenance Plans for the areas proposed for closure. The County
may submit this final plan within 5 years of anticipated closure in lieu of submitting new or
updated preliminary closure and postclosure plans.

A CQA Plan will be submitted with the Final Closure/Postclosure Plan per Title 27 Sections
20323 and 20324. Subsequent to closure, a CQA report will be submitted with as-builts to
support certification of closure.

To date, approximately seven acres of LF1 have received an evapotranspirative (ET) closure
cap.

The County had a Preliminary Closure and Post Closure Maintenance Plan prepared in 2010
(See Appendix B). The plan remains valid in terms of concepts and methods for closure and
maintenance. However, given the age of the plan, the County elected to have an updated
independent cost estimate prepared for the 2025 JTD. The results of that effort are shown in
Attachments P – Preliminary Closure Cost Estimate and Q – Preliminary Post-Closure
Operations and Maintenance Cost Estimate.

8.2. Preliminary Closure Costs
Based upon the most recent cost estimates (See Appendix B), the County’s preliminary closure
cost estimate is $41 Million dollars. Costs are based on “third party” construction.
