wildlife, and recreation, and which the General Plan contains goals and provisions for land
<br /> use. The proposed wildlife preserve is compatible with the General Plan goals of both
<br /> preserving and enhancing available uses in the Delta. Therefore, the proposed project is
<br /> consistent with the goals, policies, standards, and maps of the General Plan, and there are
<br /> no Master Plans, Specific Plans, and/or Special Purpose Plans in the project vicinity.
<br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary
<br /> facilities have been provided, and the proposed improvements are properly related to existing and
<br /> proposed roadways.
<br /> • This finding can be made because there are no new utility or roadway improvements
<br /> required.The proposed avian viewing platforms are an unmanned facility and will not impact
<br /> existing public utilities. This project will not require the use of public water or a septic
<br /> system, and all storm water will be retained on site. The proposed project will be accessed
<br /> from North Staten Island Road, a County maintained roadway.
<br /> 3. The site is physically suitable for the type of development and for the intensity of development.
<br /> • This finding can be made because the 9,702-acre parcel is of adequate size to accommodate
<br /> the proposed use and the Site Plan shows that all setbacks, and other requirements of the
<br /> Development Title can be met. Additionally, as the site is already used for bird viewing by
<br /> the public,the proposed project allows a designated area for the viewers that will minimize
<br /> conflicts with agricultural operations.
<br /> 4. The location, size, design, and operating characteristics of the proposed use will be compatible with
<br /> and will not adversely affect the livability or appropriate development of abutting properties and the
<br /> surrounding neighborhood.
<br /> • This finding can be made because the proposed project encompasses a small area and only
<br /> requires periodic maintenance after construction, limiting the amount of traffic that would
<br /> need to access the site, and is not expected to increase the number of people visiting the
<br /> parcel. The viewing platforms will not adversely affect the livability or appropriate
<br /> development of abutting properties and the surrounding neighborhood as the project site
<br /> is in the interior of large parcel.
<br /> 5. The proposed use will not create any nuisances arising from the emission of odor, dust, gas, noise,
<br /> vibration, smoke, heat, or glare at a level exceeding ambient conditions.
<br /> • This finding can be made because the proposed use is an unmanned avian viewing platform
<br /> facility that, once built,will have no activities that will create any nuisances. Therefore, it is
<br /> not anticipated to create any odor, dust, gas, noise, vibrat1ion, smoke, heat, or glare at a
<br /> level exceeding ambient conditions.
<br /> 6. The site of the proposed use is adequately served by highways, streets, water, sewer, storm
<br /> drainage, and other public facilities and services.
<br /> • This finding can be made because the proposed project will be accessed from North Staten
<br /> Island Road, a County maintained roadway, that runs through the center of the parcel.
<br /> Additionally, the proposed use does not require water or sewer services or other public
<br /> facilities.
