Permit Unit Requirements for N-4070-1-11 (continued) Page 8 of 14 <br />PERMIT UNIT REQUIREMENTS CONTINUE ON NEXT PAGE <br />These terms and conditions are part of the Facility-wide Permit to Operate. <br />Facility Name: FOOTHILL SANITARY LANDFILL <br />Location: 6484 N WAVERLY RD,LINDEN, CA 95236 <br />N-4070-1-11 : 9/24/2025 3:25:45 PM -- ROBINSOM <br />65. For the enclosed flare, permittee shall install, calibrate, maintain, and operate, according to the manufacturer's <br />specifications, a temperature monitoring device equipped with a continuous recorder. The temperature monitoring <br />device shall have a minimum accuracy of plus or minus 1% of the temperature being measured expressed in degrees <br />Celsius or plus or minus 0.5 degrees Celsius, whichever is greater. [40 CFR 63.1961(b)(1)] Federally Enforceable <br />Through Title V Permit <br />66. Permittee shall install, calibrate, maintain, and operate a device that records flow to or bypass of the control device. <br />This device may be a meter that measures and records the landfill gas flow rate into the flare at least once every 15 <br />minutes, and is also capable of measuring the landfill gas flow rate that might bypass the flare in the event of <br />equipment malfunction or maintenance. Alternatively, this device may secure the bypass line valve in the closed <br />position and shall be inspected at least once every month to ensure that the valve is maintained in the closed position. <br />[40 CFR 63.1961(b)(2)] Federally Enforceable Through Title V Permit <br />67. If the landfill is closed, as defined in 40 CFR 63.1990, and the landfill has no monitored exceedances of the surface <br />methane operational standard in three consecutive quarterly monitoring periods, permittee may change surface <br />methane concentration monitoring to an annual basis. Any methane reading of 500 ppm or more above background <br />detected during annual monitoring returns the frequency for that landfill back to quarterly monitoring. [40 CFR <br />63.1961(f)] Federally Enforceable Through Title V Permit <br />68. If the landfill is permanently closed, a closure notification shall be submitted to the APCO within 30 days of waste <br />disposal cessation. A permanent closure shall take place in accordance with 40 CFR 258.60. If a closure report has <br />been submitted, no additional waste may be placed in the landfill without filing a notification of modification to the <br />APCO, as described under 40 CFR 63.9(b). [40 CFR 63.1959(b)(1)(ii)(B) and 40 CFR 63.1981(f)] Federally <br />Enforceable Through Title V Permit <br />69. The owner or operator shall submit a revised design plan at least 90 days before expanding operations to an area not <br />covered by the previously approved design plan or prior to installing or expanding the gas collection system in a way <br />that is not consistent with the previously approved design plan. [40 CFR 63.1981(e)] Federally Enforceable Through <br />Title V Permit <br />70. The owner or operator shall submit an equipment removal report to the APCO no less than 30 days prior to removal or <br />cessation of operation of the control equipment. The equipment removal shall contain the following: (1) A copy of the <br />closure report; (2) A copy of the initial performance test demonstrating that the 15-year minimum control period has <br />expired, or information that demonstrates that the gas collection and control system will be unable to operate for 15 <br />years due to declining gas flows; (3) Dated copies of three successive NMOC emission rate reports demonstrating that <br />the landfill is no longer producing 50 Mg or greater of NMOC per year. The APCO may request additional information <br />if deemed necessary to verify that all conditions for removal have been met. [40 CFR 63.1981(g)] Federally <br />Enforceable Through Title V Permit <br />71. Permittee shall submit a semi-annual report every 6 months to the APCO. The semi-annual report shall include the <br />following: (1) Number of times the collection system is operated with a positive pressure, number of times the <br />monitored landfill gas temperature exceeds 62.8 degrees Celsius (145 degrees Fahrenheit), number of times the surface <br />methane concentration is equal to or exceeds 500 ppm above background, a description of all periods when the control <br />system is not operating, and the date, time, and duration of each of these instances, (2) Description and duration of all <br />periods when the landfill gas stream is diverted from the control device through a bypass line, (3) All periods when the <br />collection system was not operating, (4) Location of each exceedance of the 500-ppm surface methane operational <br />standard with the accuracy provided in the condition referencing 40 CFR 1958(d) in this permit and the concentration <br />recorded at the location of the exceedance in the previous month, (5) The date of installation and location of each well <br />or collection system expansion added, (6) Any corrective action analysis, root cause analysis and corresponding <br />implementation schedule as required for exceedances of the landfill gas temperature operational standard, and (7) For <br />enhanced monitoring activities as provided in the conditions that reference 40 CFR 63.1961(a)(5) in this permit, the <br />date, time, staff person name, a description of findings for each visual observation for subsurface oxidation event, and <br />well identifier along with the value and units of measure of oxygen concentration, temperature, methane concentration, <br />carbon monoxide concentration, and a summary trend analysis for each well to chart weekly readings of the monitored <br />parameters.
