Foothill Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 75 <br />13.1.2.2 Level 1 Status <br />A facility with Level 1 Status as of July 1, 2020, or on July 1 of the monitoring and reporting <br />year intending to implement the on-site compliance option must submit the implementation <br />information required in General Permit Attachment I. Section II in their Level 1 ERA <br />Evaluation and Report, per the required schedule in General Permit Section XII.C or prior to <br />obtaining applicable local approvals for the BMP or BMPs, whichever comes first. <br />13.1.2.3 Level 2 Status <br />A facility with Level 2 Status as of July 1, 2020, or on July 1 of the reporting year intending <br />to implement the on-site compliance option must submit the implementation information <br />required in General Permit Attachment I, Section II in their Level 2 ERA Action Plan and <br />Technical Report per the schedule in General Permit Section XII.D prior to obtaining <br />applicable local approvals for the BMP or BMPs, whichever comes first. <br />Once the on-site compliance option BMP or BMPs and requirements outlined in General <br />Permit Attachment I are implemented and operational, Baseline status, Level 1 status, and <br />Level 2 status will no longer be applicable. <br />13.1.3 Design Reporting Requirements <br />A facility complying with the on-site compliance option will need to submit the following <br />information on SMARTS (7) seven days prior to the initial operation of the BMP or BMPs: <br />1. Type of BMP or BMPs being implemented. <br />2. A map with the BMP or BMPs location. <br />3. BMP or BMPs latitude and longitude. <br />4. Bypass mechanisms for the discharged volume that is above and beyond the 85th <br />percentile, 24hour storm, into a local municipal storm system or receiving surface water <br />body; and, <br />5. Description of pretreatment system used for infiltration BMP or BMPs. <br />13.1.4 Monitoring and Reporting Requirements <br />13.1.4.1 On-Site Compliance Option Monitoring Requirements <br />The facility shall: <br />1. Conduct representative sampling and analysis of all discharges from the BMP or BMPs <br />in compliance with General Permit Sections XI.B.5-11, C.2, and C.6 and General <br />Permit Attachment H with the exception of comparing monitoring results to NALs in <br />Section XI.B.7; <br />2. Submit all sampling and analysis information and results in SMARTS within 30 days <br />after obtaining the information and results to determine the effectiveness of the <br />compliance option and not for enforcement of water quality standards. <br />3. Comply with General Permit Sections XI.A, XI.C, and XXI.J. <br />4. Conduct representative sampling and analysis of the influent entering the infiltration <br />BMP or BMPs in compliance with General Permit Sections XI.B.5-11, XI.C.2, XI.C.6, <br />and Attachment H with the exception of comparing monitoring results to NALs in
