Foothill Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 76 <br />General Permit Section XI.B.7. facilities shall, at a minimum, collect and analyze <br />samples of influent entering the infiltration BMP or BMPs two times within the first <br />half of the monitoring and reporting year (July 1 – December 31) and two times within <br />the second half of the monitoring and reporting year (January 1 – June 30). <br />13.1.4.2 Required Analytical Sampling Submittal Information <br />A facility complying with the on-site compliance option must submit the following sampling <br />information in SMARTS within 30 days after obtaining the analytical laboratory sampling <br />results: <br />1. Monitoring (sampling and analysis) results for the infiltrated water, if applicable. <br />2. Monitoring (sampling and analysis) results of influent entering the BMP or BMPs. <br />3. The size of each rain event, in inches of rain per hour, that discharges from the BMP <br />or BMPs: <br />4. The estimated volume of the corresponding discharge; and, <br />5. The date and estimated start and end time of all discharges. <br />13.1.4.3 SWPPP Requirements <br />A facility complying with the on-site compliance option shall update their SWPPP with the <br />following documentation: <br />1. Description and photographs of the facility specific on-site BMP or BMPs. <br />2. Operation and maintenance plan certified by the California licensed civil engineer that <br />includes, but is not limited to, the following items: 1) inspection frequency; 2) titles of <br />personnel authorized to conduct the BMP or BMPs inspections; 3) maintenance <br />procedures for BMP or BMPs and installed pretreatment; and, 4) a maintenance <br />schedule; <br />3. BMP or BMPs safety factor and reliability calculations required in General Permit <br />Attachment I, Section II.E.3. <br />4. Certification required in General Permit Attachment I, Section II.C provided by the <br />California licensed civil engineer; and, <br />5. Applicable information on any preexisting contamination in the soil or groundwater for <br />any industrial or non-industrial pollutants at the facility that may be discharged or <br />mobilized through infiltration to meet the protections in General Permit Attachment I, <br />Section IV. <br />The updated SWPPP shall be available at the facility and submitted on SMARTS 7 days prior <br />to the initial operation of the BMP or BMPs. Also, the SWPPP at a minimum, needs to include <br />the BMP or BMPs design information from General Permit Attachment I, Section II.E and the <br />design information for any installed pretreatment systems/devices. <br />13.1.5 General Permit Exemptions for installed On-Site Compliance Option <br />A facility with BMP or BMPs implemented and operating in compliance with the on-site <br />compliance option are exempt from the following provisions of the General Permit: <br />1. Section VIII.A Discharges to Ocean Waters.
