2. PROJECT ORGANIZATION <br /> This section identifies the individuals and organizations participating in the project and <br /> discusses their specific roles and responsibilities. The participants include the data <br /> generators, principal data users, decision makers, project managers, and other <br /> individuals responsible for the implementation of the QAPP. This section provides an <br /> overall approach to managing the work and describes the responsibilities of <br /> management personnel, quality assurance personnel, and Site investigation personnel. <br /> 2.1 Project Management Responsibilities <br /> Project management responsibilities, as they relate to quality assurance (QA)/quality <br /> control (QC) issues, are critical to the overall success of the QAPP implementation. The <br /> following sections identify the key members and summarize the description of their <br /> QA/QC responsibilities for this project. <br /> 2.2 Project Manager <br /> The Project Manager is responsible for implementing the work to achieve the project <br /> objectives. The Project Manager is responsible for reviewing the technical aspects of <br /> the project to align the work elements to meet the project objectives and technical <br /> standards, and coordinating the tasks so that the tasks are completed in accordance with <br /> the QAPP. The Project Manager is also responsible for the scope, cost, and technical <br /> considerations related to the project; staff and project coordination; and implementation <br /> of review of overall project quality related to the collection, completeness, and <br /> presentation of data. The Project Manager oversees the technical work conducted by the <br /> Field Task Leader, quality assurance activities coordinated by the Project QA Manager, <br /> and health and safety activities coordinated by the Project Health and Safety (H&S) <br /> Manager. <br /> 2.3 Corporate/Project Health and Safety Manager <br /> The Corporate/Project H&S Manager, when directed by the Project Manager, is <br /> responsible for developing, implementing, and updating the Site Health and Safety Plan <br /> (HASP) to be consistent with foreseeable conditions that may be encountered during <br /> field operations. <br /> 2.4 Proiect Quality Assurance Manager <br /> The Project QA Manager is responsible for reviewing the project QA program as it <br /> relates to the collection and completeness of data from field and laboratory operations, <br /> Appendix C 2 <br />
