SANsJOAQUIN Environmental Health Department <br /> COUNTY— <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> UNIFIRST CORP 1819 N HUNTER ST, STOCKTON July 15, 2025 <br /> 11 CA Code of Regulations 66262.11 3030005 - Determined if waste generated is hazardous waste <br /> OBSERVATION 1: The following waste streams were observed at the facility: trench water, shaker debris, pit/trench <br /> sludge, filter cake, effluent water leaving the facility after treatment. The facility changed operations and started washing <br /> oily rags on site. The facility was not able to provide hazardous waste determination documents for these waste streams <br /> postdating the change in operations. <br /> OBSERVATION 2: The facility provided three analytical results during the inspection for unknown waste streams. The <br /> facility was not able to adequately identify what waste streams the analytical results were for. In addition, the analytical <br /> results reviewed had incomplete testing. The facility was not able to provide documentation showing that the waste <br /> streams were non-hazardous for all hazardous waste toxicity requirements. <br /> OBSERVATION 3: Shop rags with oily staining were observed mixed with trash and debris in the compactor chute, inside <br /> the compactor, and under the loading area for the compactor. The facility stated that the custodian was probably <br /> throwing them in there but were unsure. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste as <br /> specified in Title 22 California Code of Regulations (CCR). A business operator shall keep records of any hazardous <br /> waste determinations made in accordance with Title 22 California Code of Regulations (CCR)section 66262.11 for at <br /> least three years from the date that the waste was last sent to an on-site or off-site treatment, storage, or disposal facility. <br /> The records may include Safety Data Sheets (SDS), waste test results or other hazardous waste determination <br /> documentation. <br /> (continued in Overall Inspection Comments section at bottom of report) <br /> This is a (Class 2)Violation. <br /> 12 CA Code of Regulations 66262.40(c) 3030053 - Kept records of any test results, waste analyses, or other <br /> determinations <br /> OBSERVATION: Several profiles were observed during the inspection on non-hazardous waste manifests including <br /> profiles 2021-308, 2024-866 and ph-22-899. The facility was not able to provide any profiles and supporting hazardous <br /> waste determination documentation during the inspection. <br /> REGULATION GUIDANCE: A business operator shall keep records of any hazardous waste determinations made in <br /> accordance with Title 22 California Code of Regulations (CCR)section 66262.11 for at least three years from the date <br /> that the waste was last sent to an on-site or off-site treatment, storage, or disposal facility. The records may include <br /> Safety Data Sheets (SDS), waste test results or other hazardous waste determination documentation. <br /> CORRECTIVE ACTION: Assemble the hazardous waste determination documentation for profiles listed above, maintain <br /> on site and submit a copy to the San Joaquin County Environmental Health Department(EHD).
