SANsJOAQUIN Environmental Health Department <br /> COUNTY— <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> UNIFIRST CORP 1819 N HUNTER ST, STOCKTON July 15, 2025 <br /> 29 CA Code of Regulations 66261.7 3030058 - Empty containers > 5 gallons properly managed <br /> OBSERVATION: The following empty containers were observed on site that did not meet the requirements for managing <br /> empty containers: <br /> -One empty 55-gallon metal drum in the chemical storage area was observed without the date it was emptied, but was <br /> out of use, covered in dusty debris and appeared aged and rusted. The facility stated they did not know how long it had <br /> been there or how long it had been empty, they were unaware of its contents while in use and had no plan for continued <br /> use of the drum. <br /> -Empty 55-gallon poly drums were observed outside the loading/unloading area awaiting relocation to the empty <br /> container storage area. Multiple empty 55-gallon poly drums and multiple approximately 250-gallon poly totes were also <br /> observed stored in the empty container storage area awaiting pickup. Multiple drums and totes in both locations did not <br /> have the date they were emptied. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous waste <br /> must be managed per Title 22 California Code of Regulations (CCR) section 66261.7. Refer to this section and California <br /> Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage within one <br /> year of that date. Manage the container per Title 22 CCR section 66261.7. Provide a corrective action statement and <br /> supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a (Minor)Violation. <br /> 38 CA Code of Regulations 66266.130 3030004 - Properly manages used oil filters and fuel filters <br /> OBSERVATION 1: Containers of used metal oil or fuel filters out of compliance with the storage rules were observed <br /> onsite. The following used metal oil/fuel filter container was on-site: <br /> -One 5-gallon bucket containing used oil filters was observed with a hazardous waste label missing the hazardous <br /> characteristics and an accumulations start date. <br /> OBSERVATION 2: This facility generates drained used metal oil or fuel filters. Disposal records for three year for used <br /> oil filters was not observed during the inspection. Disposal records were not observed for the following date range: <br /> 7/15/22 through 7/15/25. <br /> OBSERVATION 3: According to Plant Supervisor, John Uribe, the facility utilizes a third party contractor for fleet <br /> maintenance. The third party contractor removes all waste generated from fleet maintenance from the site, including <br /> used oil/fuel filters. Disposal records for the used oil/fuel filters generated from fleet maintenance for the last three years <br /> were not found on site. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health & Safety Code section 25250.22Per California Health &Safety Code (HSC)25163, a valid hazardous <br /> waste transporter license is required to transport hazardous waste. Per Title 22 California Code of Regulations (CCR) <br /> 66266.130, oil filters that are not completely drained need to be disposed of as hazardous waste. If the oil filters are <br /> completely drained, they can be disposed of via recycling. A bill of lading needs to be left with the facility for drained oil <br /> filters.
