7. MONITORING AND REPORTING <br /> This section discusses post-construction monitoring and maintenance, including soil cover <br /> inspections, groundwater monitoring, and landfill gas monitoring. This section also discusses <br /> reporting associated with these post-construction activities, including five-year reviews of the <br /> remedy's protectiveness. <br /> 7.1 Cover Inspection and Maintenance <br /> Once constructed, the existing and new soil covers would be regularly inspected and maintained. <br /> The inspection and maintenance would ensure the integrity of all elements of the durable covers <br /> including the demarcation layer(where installed), clean cover soil layer, and hardscape surfaces <br /> (e.g., concrete sidewalks and asphalt-concrete pavement). <br /> The cover inspection and maintenance requirements would be described in a post-closure OMP <br /> that will be appended to the RDIPs. The OMP will identify the inspection frequency, provide <br /> inspection checklists, and describe the reporting requirements. The OMP will also identify <br /> procedures for repairing the covers, as needed, and describe supplemental inspections to be <br /> conducted following emergencies (e.g., earthquakes, floods, and fires). <br /> Also, a soil management plan will be developed to: <br /> • Ensure compliance with land use and activity restrictions; <br /> • Maintain the integrity of the remedy components including, but not limited to, <br /> durable covers and groundwater monitoring wells; <br /> • Protect human health and the environment from potential exposure to hazardous <br /> substances; and <br /> • Ensure that contaminated soil is managed as required by all applicable federal, state, <br /> and local requirements. <br /> The soil management plan will be prepared to describe management protocols for future ground <br /> disturbing activities (e.g., training and personal protective equipment for workers disturbing soil <br /> below the demarcation layer). The soil management plan will be submitted to DTSC and <br /> CVRWQCB for review and concurrence. <br /> Pursuant to the 2003 Consent Agreement, the Port and DTSC will enter into an operation and <br /> maintenance agreement that documents the Port's responsibility to maintain the remedy and <br /> identifies its financial assurance mechanism. <br /> 7.2 Reporting <br /> Annual reports will be prepared to document results of cover inspection and maintenance <br /> activities, and compliance inspections for institutional controls. Reports will be prepared by the <br /> Port and may incorporate inspection results from one or more tenants. Reports will be submitted <br /> to DTSC and CVRWQCB for review. <br /> Site 47 RAP for Soil 25 October 2023 <br />
