(KLE//VFELOER <br /> Bright People,Bight Solutions. <br /> 2 SITE BACKGROUND <br /> 2.1 CURRENT SITE USE <br /> The Subject Property includes one vacant three-story commercial building, with parking located on the <br /> north and west sides. The parcel occupies the southern half of a City block bound by North El Dorado <br /> Street on the east, East Miner Street on the south, North Center Street on the west,and East Linday Street <br /> on the north.The City owns three buildings,6 East Lindsay, 20 East Lindsay,an d345 North El Dorado Stret <br /> in the northern half of the block. A shade canopy exists north of the Building. No additional structures <br /> currently exist on the property. <br /> 2.2 HISTORICAL SITE USE <br /> The Site has been historically used for residential, a creamery and multiple businesses including a Ford <br /> Garage and auto repair,a Chinese laundry,a boat,and marine supply store.The 1950 Sanborn map shows <br /> a 500-gallon UST in El Dorado Street, likely associated with the Ford Garage (Figure 2). The presence of <br /> the 500-gallon UST with no records of removal, auto repair activity and the Chinese laundry all represent <br /> Recognized Environmental Conditions(RECs)that should be investigated. In addition,the building has two <br /> hydraulic ram elevators that are out of service. There are no documented releases, but the operation of <br /> the hydraulic rams is potential environmental concern. <br /> 2.3 PREVIOUS INVESTIGATIONS <br /> 2.3.1 Phase I ESA <br /> The Site was investigated by conducting a Phase I ESA compliant with ASTM 1527-21. The ESA identified <br /> the RECs discussed in Section 2.2. This ESA also documented investigations at nearby properties.
