22��� <br /> The 100%reserve/replacement area is designated directly adjacent to the east of the primary <br /> disposal area. If the primary field should eventually fail, the reserve area can be activated and the <br /> two filter beds can eventually alternate back and forth to allow filter bed rest and rehabilitation, as <br /> referenced in the scientific literature. <br /> VIII. HOLDING TANK: DESIGN AND OPERATIONAL PARAMETERS <br /> Camp Gold Star will provide boats that dock at the facility, the ability to pump-out onboard waste <br /> holding tanks into the CGS holding tank, to be installed under the three parking stalls in the SWC of <br /> the facility. This holding tank is to be a monolithic/traffic-rated Jensen Infrastructure, Inc. 3,000 <br /> gallon tank, with Cut Sheet details in Appendix I and Cut Sheet details for the SJE Rhombus Level <br /> MonitorTM in Appendix K. The Level Monitor will ensure holding tank contents do not exceed <br /> 50% of tank volume and will be pumped-out before this occurs. <br /> Section 1.10.2(d) and Section 10 of the EHD Onsite Wastewater Treatment Systems Standards <br /> specify the requirements for holding tank systems within the County. A holding tank is specified <br /> for this project due to the fact that wastewater holding tanks within marine vessels contain <br /> chemicals to liquify human waste and would be unsuitable for processing through the Package <br /> Treatment Plant and ultimate disposal through the filter bed. Therefore, effluent from the proposed <br /> holding tank can be considered "... no longer protective of groundwater and/or surface waters," as <br /> stated in Section 10.1. The following are responses to each individual Section of Section 10: <br /> Section 10.2: Since setback requirements cannot be met, a variance is requested and a monitoring <br /> system proposed, as discussed in the Summary. <br /> Section 10.3: The holding tank will be constructed by Jensen Infrastructure, Inc. The tank is made <br /> specifically for high groundwater conditions (as are the other Jensen tanks used for this project), <br /> monolithic and traffic-rated. <br /> Section 10.4: The 3k gallon tank will have holding design capacity of a minimum of seven days and <br /> 100%reserve capacity. The tank is specified at 3k gallons since it must be pumped at 50% <br /> capacity, which is the maximum pumper truck capacity. Therefore,the pumper truck can arrive at <br /> CGS empty and transport a full load back to a publically operated treatment works (POTW) for <br /> disposal. <br /> Section 10.5: Both audible and visual alarms will be installed and programmed to signal time-to- <br /> pump and reserve storage exceedance. The alarm pedestal will be located adjacent to the holding <br /> tank. <br /> Section 10.6: See Section 10.3. <br /> Section 10.7: The holding tank will be subterranean in the parking stall location, which will be <br /> readily accessible to a pumper truck. <br /> Section 10.8: The pressurized influent line discharging into the holding tank will be designed by <br /> Mid-Cal Construction, Inc. <br /> Page -7- <br /> Chesney Engineering, Inc. <br />
